Sir:-
I am directed by the Marquess of Salisbury to transmit to you a copy of a note which he has received from the Chinese Minister requesting, under instructions from his Government, that Kang-Yu-Wei, a Chinese political refugee, stated to be now at Hongkong, may be expelled from that colony, and may not be permitted to reside in the Straits Settlements or in Burmah.
Kang-Yu-Wei, who was one of the most prominent members of the party of Reform in China and the confidant and adviser of the Emperor, fled from the country at the time of the reactionary coup d'état in September, 1898.
